Sandy Carpenter is one of Canada’s leading regulatory lawyers, with a formidable track record in project approvals, toll, tariff and revenue requirements hearings, Indigenous law, and high- stakes litigation before appellate courts. He has served as lead counsel in some of the country’s most significant regulatory disputes, representing clients before the Alberta Utilities Commission, British Columbia Utilities Commission, Canada Energy Regulator (formerly National Energy Board), and other key regulatory bodies in complex cases involving energy and mining project approvals, pipeline tolls, electricity transmission rates and tariffs, and infrastructure cost allocation.
A highly experienced litigator, Sandy has appeared before the Alberta Court of King’s Bench and Court of Appeal, British Columbia Supreme Court and Court of Appeal, Federal Court Trial Division and Court of Appeal, and the Supreme Court of Canada, successfully defending major projects and regulatory approvals. Sandy also has extensive Indigenous law experience, advising clients on the duty to consult, impact benefit and commercial agreements, and regulatory engagement with Indigenous communities. He was lead counsel in the landmark Supreme Court of Canada case Clyde River v. PGS Geo-Services Inc., a defining decision on the integration of regulatory processes and Indigenous consultation. His ability to anticipate and navigate Indigenous law considerations has been instrumental in advancing major infrastructure projects through regulatory approvals and legal challenges.
A recognized industry leader, Sandy is a past President and Director of the Canadian Energy Law Foundation and has chaired its annual Jasper conference.
